The Program Manager within the LF Value Stream Office is accountable for leading complex, cross‑product digital initiatives that span multiple value streams, platforms, and other teams. The role focuses on outcome delivery, alignment, execution and growth, ensuring that digital products evolve coherently while preserving team autonomy and fast learning loops.
The Program Manager enables effective ways of working by clarifying intent, aligning dependencies, and creating the conditions for high‑performing teams to deliver and capture customer value continuously.
This role acts as a strategic connector between Product, Engineering, Design, Data, Operations, and Business stakeholders, translating strategy into executable initiatives and ensuring sustainable delivery, technical health, and business impact.
Key Responsibilities
Program Leadership & Outcome Ownership
- Owns the end‑to‑end delivery of complex, multi‑team initiatives aligned to product strategy, customer outcomes, and business priorities, not just deliverables.
- Translates strategic objectives into clear program goals, success metrics, and measurable outcomes (value, adoption, quality, time-to-market) rather than feature‑based plans.
- Ensures alignment across teams while enabling decentralized decision‑making and accountability.
- Makes deliberate trade‑offs between scope, speed, quality, and investment.
- Communicates clearly, transparently, and with purpose
Cross‑Functional & Organizational Alignment
- Aligns diverse senior stakeholders around shared goals and outcomes.
- Acts as the primary integrator across Product Management, Engineering, Design, UX, Data, Marketing, and Operations, enabling decentralized execution while maintaining coherence across teams.
- Ensures product readiness includes adoption, enablement, analytics, and feedback loops, not just technical delivery.
- Identifies and manages dependencies across teams, platforms, and external partners with clarity of purpose and alignment.
- Facilitates effective stakeholder collaboration and senior leadership visibility.
- Keeps momentum in environments with changing priorities and ambiguity.
Execution in Modern Ways of Working
- Enables continuous planning, prioritization, and delivery rather than fixed‑scope, phase‑gated execution.
- Supports teams working with Scrum‑less, flow‑based, or hybrid agile practices, adapting governance to context.
- Drives disciplined execution through intent, cadence, and feedback loops.
- Makes data‑informed decisions based on meaningful metrics (flow, customer impact, etc) while embracing uncertainty.
Dependencies, Risk & Quality management
- Proactively identifies risks related to scope, dependencies, technology, capacity, and organizational dynamics.
- Understands enough technical context to challenge assumptions and trade‑offs
- Escalates effectively and early, focusing on options, trade‑offs, and impact rather than status reporting.
- Keeps leadership informed with contextual insights, not excessive reporting
- Ensures quality is built into delivery, not added last. Advocates for sustainable delivery, technical health, and reliability.
Platform & Ecosystem Thinking
- Works closely with architects and senior engineers to balance autonomy with technical sustainability.
- Identifies synergies with existing systems and evolving digital platforms.
- Navigates organizational complexity with empathy and authority.
Mentorship & Transformation Contribution
- Serves as a role model for modern program management and digital leadership. Embraces ambiguity and continuous change as the norm.
- Coaches product, engineering, and delivery leaders on outcome‑based planning and execution.
- Contributes internal communities of practice (VSO) and to the continuous evolution of the organization’s ways of working and delivery model.
- Models adaptability, learning, and resilience.
Knowledge & Skills
Strong background in product‑centric, agile, or flow‑based development models (beyond textbook Scrum).
Proven expertise in managing large, cross‑organizational programs with high uncertainty and changing priorities.
Ability to define, track, and interpret outcome‑oriented metrics (delivery health, flow, customer impact, reliability).
Solid understanding of software architecture, cloud‑based systems, APIs, and DevOps practices.
Excellent stakeholder management, facilitation, and influencing skills at senior leadership level.
Analytical, systems‑thinking mindset with a focus on continuous improvement.
Education & Experience
Bachelor’s degree in a relevant field or equivalent demonstrated experience.
Typically, 10+ years of experience in digital product delivery, program management, or related leadership roles.
Experience in organizations undergoing or having completed digital transformation strongly preferred.
